The UK government requires contractors to pay returns into a scheme every month. This scheme, known as CIS is to stop people from cheating on their taxes in the construction industry. It also helps subcontractors know how much money they will have to pay throughout the year.
Contractors must take out 20–30% of any payment that is owed to a subcontractor. This is according to CIS regulations. Contractors need to report the deduction to HMRC via the monthly return.

The Construction Industry Scheme is a system where people who work in the building and construction sectors must pay taxes. Contractors need to register, but subcontractors do not have to. If a subcontractor is not registered, they will have to pay 30% tax on their payments.

CIS Monthly Returns: Filing options and required information
If you have the right information and you are prepared, it will be easy to do your monthly return for CIS. To prepare the data for your monthly return, you must figure out which subcontractors you paid during the relevant tax month. You also need to include details about all the subcontractors you paid, even the ones who do not have to pay tax.
The information required for each subcontractor:
- Name of the subcontractor
- Verification number of the subcontractor
- Material cost paid to the subcontractor
- Gross payment
- Amount of tax deducted
- The tax rate for subcontractors who are registered is 20 percent. The tax rate for subcontractors who are not registered is 30 percent. The tax rate for subcontractors who have CIS gross payment status is 0 percent
Penalties for missing CIS Payment deadlines- Understanding the consequences
It is important for contractors to stay on top of their CIS returns and file them on time. If the returns are late, there will be penalties. These penalties can cost a lot of money and cause problems for your business.
If you do not turn in your monthly return on time, you will have to pay a penalty fee. The rates are as follows:
- £100 if you are a day late
- £200 if you are two months late
- £300 or 5 percent of CIS deductions if you are 6 months late
- Again, either £300 or 5 percent of CIS deductions if you are 12 months late
- If you are more than 12 months overdue, you could get fined up to £3000. This is in addition to the 5% of your total CIS deductions that you might already owe
You can ask for it to be changed within 30 days of the date of HMRC’s penalty notice, if you do not agree with a penalty.
